Hydrological Engineer Consultant [Colombia]


 

Result of Service
The consultancy consists of the following outputs being these non-limitative:

Output 1. Methodological document specifying how data collection and analysis will be carried out. The document should include:
1. Description and methodological structure of the information gathering.
2. Methodological description of the data analysis
3. Articulation with local policies and regulations.

  • Output 2. Technical document containing at least the necessary territorial and spatial analyses of the hydrological components, taking into account the settlement logic and the ecological structure of the territory. The document should include:
1. Cartographic survey showing the configuration, components and current state of the hydrological system in the selected municipalities.
2. Analysis of the current situation of the territory in terms of the different risk components derived from the hydrological system.
3. Analysis of the distribution and circulation of water bodies and groundwater, including analysis of precipitation in the area.
4. Analysis of the current occupation of the territory, including the analysis and location of settlements in vulnerable areas.
5. Development of environmental and territorial concepts.
6. Analysis of the condition and composition of the main hydrological structure.
7. Analysis of the components of climate change and their impact at territorial level.

  • Output 3. Technical document with guidelines and prospective vision for the adequate development of an occupancy model according to the findings and analysis carried out. The document should include as a minimum:
1. Location of risk sectors.
2. Recommendations and guidelines for the short, medium and long term in relation to risk prevention and mitigation with respect to the hydrological system.
3. Recommendations and guidelines for the development of strategic projects to mitigate risk with respect to hydrological systems

Duties and Responsibilities
a.) Information and validation:
  • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:
  • Review of existing documentation and information related to the hydrological system of the selected municipalities of the Department of Caldas.
  • Coordination of the risk analyses carried out with the territorial planning policies, including an articulation with the preparation and/or updating of the Territorial Management Plans to be developed in the selected municipalities.
  • Formulation of technical contributions for the characterization and diagnosis of the hydrological system, highlighting the various structuring components that make it up.
  • Formulation of technical contributions from the hydrological component for the establishment of risk management in the selected municipalities. The above as part of the formulation and/or updating of the Territorial Management Plans.
  • Consolidation of recommendations and technical contributions for hazard prevention and risk mitigation from a hydrological perspective of the territory.
  • Accompaniment in the coordination and consultation with the corresponding entities.
  • Provide high-level technical support to the Project Coordination, as well as to other project consultants.
  • Carry out knowledge transfer processes (workshops and trainings) to the multiple stakeholders involved.

c.) Approval:
  • The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects.
  • Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general all the documentation necessary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency.

d.) Implementation:
  • Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy.
  • Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have.
  • Provide inputs for the systematization of the processes carried out and exchange of practices and successful experiences with other HUBs in the region, with headquarters branches, counterparties and who appoints the UN-Habitat HUB Coordinator for Andean countries.
  • Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries.
  • Comply with the schedule of activities according to the guidelines of the HUB Coordinator.
  • When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties and stakeholders.

e.) Knowledge Management:
  • The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization.
  • Propose formats and procedures that allow the efficient implementation of the Agency's projects.
  • The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating.
  • Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office.
  • Support the formulation of substantive documents linked to the thematic lines of action of UNHabitat Colombia.
  • Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office.
  • The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate.
  • Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects.
  • Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities.
  • Identify strategic allies for the implementation of the New Urban Agenda in Andean countries.
  • Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development.

f.) Others:
  • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities.
  • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects.
  • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity
Qualifications/special skills

Degree in hydrological or hydraulic engineering, water resources engineer, environmental management, water resources management, and/or related fields. Postgraduate degree in areas related to territorial development, risk management, water resources management, hydrological and/or related fields or an additional four (4) years of experience relevant to the position would be accepted in lieu of the advanced degree.
Minimum five (5) years of work experience in land use and environmental planning processes, risk management, environmental management, Hydrological or hydraulic studies, territorial and environmental
approach projects and/or related. Previous experience in the United Nations System will be considered an
added advantage.
